I've created a .txt or .csv file and still can't import my keywords.

Please make sure there are *only* alphabetical characters in your import file. Please remove any ' " ? [ or , in or around the words. Make sure your keywords are listed one per line, like this:
keyword
keyword phrase
keyword
keyword
